The Lead Hazard Control Assistance Act was signed into law on January 20, 2004 as a result of advocacy by the Network, New Jersey Citizen Action and others. The Act established the Emergency Lead Poisoning Relocation (ELPR) Program, which provides financial assistance to temporarily relocate a child and his or her family when that child has tested positive for lead poisoning, and that child is removed from his or her dwelling in connection with an order to abate a lead-based paint hazard. In extreme cases, where the child/family’s property is not able to be abated for lead-based paint hazards the ELPR will provide rental assistance for a new residence for the child/family for up to 48 months.

DCA is also taking applications to award loans, through the Lead Hazard Control Assistance (LHCA) Fund, to property owners to remediate and remove lead-based paint hazards for residences. Over $7 million is available for lead hazard control work for FY2006.
