Fair Share Housing Development Director of Housing Development Mount Laurel, New Jersey (Philadelphia area) Fair Share Housing Development, Inc. (FSHD) is seeking applicants for the full-time position of Director of Housing Development. FSHD is a non-profit housing and social services provider that seeks to reduce the racial and economic segregation of the State of New Jersey through development of affordable housing in high-opportunity communities, pursuant to the Mount Laurel doctrine which requires that every town in New Jersey provide its fair share of affordable housing. The Director of Housing Development will oversee all aspects of FSHD’s efforts to develop affordable housing in high-opportunity communities. The person in this position will work closely with the Executive Director in obtaining development approvals, applying for public subsidies, and monitoring construction of affordable housing communities. I. About FSHD FSHD was founded in 1986 by Peter J. O’Connor, an attorney who began to develop and manage affordable housing after having been co-counsel to the successful plaintiffs in the landmark Mount Laurel cases. One of the largest CDC's in South Jersey, FSHD develops and manages affordable housing developments in urban and suburban communities. FSHD has developed or now has in its development pipeline over 1100 units of affordable housing in many of South Jersey’s most desirable communities. The Director’s main job will be to facilitate the completion of the developments in the pipeline and identify additional future development prospects. II. Position Responsibilities The position will involve: -Creating strategies for project financing, and preparing applications for financing, for FSHD’s developments in pipeline (about 50% of position). These applications will include the following applications, among others: o Competitive cycle low-income housing tax credits; o New Jersey Neighborhood Preservation Balanced Housing; o Federal Home Loan Bank Affordable Housing Program; o New Jersey Housing and Mortgage Financing Agency Permanent Financing -Working with other partners in the development process to prepare project plans and secure relevant government approvals (25% of position). This work will include: o Working with architects and engineers on project plans; o Preparing packages for municipal planning and zoning board review; o Working with lawyers on relevant closing and financing documents. - Organizational development and strategic planning, especially developing a pipeline of future projects (25% of position). This work will include: o Identifying and examining feasibility of potential future development projects in FSHD’s three-county service area (Burlington, Camden, and Gloucester Counties); 1 o Working with other staff on reports to funders; o Helping develop relationships with new potential funders such as foundations and corporate sponsors. III. Qualifications: A. Education: Bachelor’s degree required. Master’s degree or other certification from a recognized institution in business, law, planning or development preferred. Experience may be substituted for up to two years education. B. Experience: At least two years experience of direct responsibility as developer of affordable housing required. Direct experience required in: obtaining entitlements and financing; closing of acquisition, construction, and permanent financing; construction supervision; and construction draw processing, financial tracking, and cost certification. Experience with development projects in New Jersey preferred but not required. C. Abilities: Qualified applications will possess the following: • Exhibited commitment to social justice. • Strong written and oral communication skills. • Prepare pro forma analysis of residential affordable housing projects and prepare applications for funding. • Basic ability to work with lawyers, financial consultants, engineers, and planners to prepare project plans. • Interpret and apply state and federal funding policies and procedures related to development of affordable housing. • Advanced ability to create and use word processing and spreadsheet documents • Basic knowledge of municipal development approval process • Ability to assess financial feasibility of projects using state and federal funding sources • Ability to read, interpret, and explain basic financial reports and audits • Ability to work independently with minimal supervision Compensation FSHD offers a competitive salary commensurate with a candidate’s background and skills and benefits including medical/dental insurance and holiday/vacation/sick leave.
