Governor Christie’s COAH “Reorganization” Plan

The Network, Allies work to keep an open, transparent process in place

Last June, Governor Christie issued an executive order that transferred the functions and duties of the Council on Affordable Housing (“COAH”)  to the Department of Community Affairs (DCA).  HCDNNJ member Fair Share Housing Center has challenged this reorganization in court.  The the Network, the Corporation for Supportive Housing (CSH),  and the Mercer Alliance to End Homelessness (the Alliance) subsequently filed an amicus brief with the Appellate Division in support of Fair Share's legal challenge. The amicus brief argues that shifting COAH from an independent agency to one controlled by the executive branch “unconstitutionally consolidates power.”  We expect the Court to rule on our request to be admitted to the case shortly.
