Governor Murphy Signs Code Red Protections into Law, Marking Major Victory for New Jersey’s Most Vulnerable Residents 1/20/2026 The law is the culmination of more than five years of sustained advocacy by the Network, its members, and partners across the state, with early support from the late Governor Richard Codey, whose leadership helped elevate the urgency of statewide Code Red protections. “This bill is a tremendous victory because it combines a law rooted in compassion with common sense and public safety,” said Matthew Hersh, vice president of policy and advocacy for the Network. “By signing Code Red into law, Governor Murphy has affirmed that no one in New Jersey should be left without protection during extreme and dangerous weather conditions. This law will save lives.” The Network thanked bill prime sponsors, Senator Shirley Turner and Assemblywoman Yvonne Lopez, along with co-prime sponsors Senator Angela McKnight and Assemblywoman Tennille McCoy, for advancing protections for residents most at risk. "Their commitment to this legislation in the face of last-minute hurdles during the chaotic lame duck legislative session was unwavering," Hersh said. Code Red establishes a statewide framework to ensure coordinated responses during climate emergencies, particularly for people experiencing homelessness who are disproportionately impacted by extreme weather and environmental hazards. As climate change continues to intensify these risks, the law provides a critical foundation for proactive, life-saving interventions. “With this law in place, our work continues,” Hersh added. “We will be working closely with our members, shelter providers, and local partners to advocate for strong Code Red plans at the county level and to ensure these protections are fully implemented. We also look forward to making Code Red a sustained budget priority in the years ahead.” Network members and housing providers across New Jersey remain on the front lines every day, delivering shelter, services, and support to residents facing housing insecurity.
